In previous version of Windows 7 the task bar was solid. If you wanted to move the icons on it you had to access an external software just like "Task Bar Shuffle" .

But in windows 7 this is no longer required to any external software to customize the task bar. You can simply tap on oh application icon on the task bar and drag it with an attached stylus to the desired position. 

To customize windows 7 task bar if you hold the stylus on the button longer (Which corresponds to a right click of the mouse) Open a context menu that allows you to attach the button permanently on the task bar.

In the same way you can also remove user from the system tray.
